S.C. bill levies $500 penalty for failure to spay-neuter

Citing an upsurge in abused pit bulls, local animal advocates are cheering the introduction of an S.C. House bill that would charge pit bull owners a $500 fee for not spaying and neutering their pets.
Under the proposed bill, sponsored by Rep. Chip Huggins of Lexington, pit bull owners who do not sterilize and microchip their animals face a $500 fee. If they don’t comply, they could be charged with a misdemeanor, fined $1,000 and eventually could face up to a year in jail.
