    Born in Newberry, he was the son of the late Charles Samuel and Fannie Mae Reighley Cleland. He was married to the late Doris Fellers Cleland. An active member of Reformation Lutheran Church, he was retired from B.C. Moore & Sons. He was a board member and volunteer with HOPE in Lancaster. He was a past member of the Lancaster County Chamber of Commerce, a former Lions Club member and a Mason. He served in the U.S. Navy during World War II.

    Survivors include a daughter, Vonzie Wallace of Lancaster; a brother, Houston D. Tolbert of Dallas, N.C.; eight grandchildren, Charles H. Carnes Jr., Nina C. Efird, Robert D. Carnes, Hal C. Mosteller Jr., Kenneth Mosteller, Brian M. Killough, Jason Killough and Kyle Killough; and 14 great-grandchildren.
