Volatile statements could incite criminal acts

In a recent letter to shareholders, Warren Buffet, Berkshire Hathaway chairman, said he has some money to spend on new assets for his company. He reported he has $38 billion in cash to invest.
“Our elephant gun has been reloaded and my trigger finger is itchy,” Buffet said.
What can the man mean by making such a volatile statement that could incite serious criminal activity?
Sarah Palin made a similar comment about targeting Congressional districts and she was unmercifully attacked by the liberal media.
