Thomas: Mom needs handicapped parking space for child

I have a disabled child who uses a wheelchair.
I have become quite frustrated here in our Indian Land community when I go to different stores, restaurants and public facilities. There are people parked in handicapped parking without the correct permit. It has become a problem. 
I was at the Chick-fil-A night where the Lancaster County Sheriff’s Office was raising money for the Special Olympics and asked a deputy about more patrols to correct this problem.
I was told that they are not allowed to ticket people who park in handicapped spaces without a permit.
I asked if they can’t, then who can? The deputy I spoke to did not know the answer. 
Say it isn’t so. 
For people like myself and the others out there who really need these spaces, if this is true, it’s certainly not fair.
