Questions surround City Council race

Over the past few weeks, questions have arisen regarding the residential and occupational standing of Jean Cureton, who’s running for the City Council District 4 seat against incumbent Tamara Green Garris.
The Lancaster News has received phone calls and at least one letter from residents questioning the legitimacy of her business.
After filing to run for the District 4 seat, Cureton told The Lancaster News she’s the chief executive officer of Spring Air Home Care, with locations in Wilmington and Charlotte, N.C. She said she also runs Jeana’s Cafe on East Arch Street in Lancaster.
An Internet search of Spring Air Home Care leads to a website that is no longer operational, and the phone number that’s listed on many business-reference websites – (910) 763-5661 – has been disconnected.
Cureton said she’s had the phone number changed and opted a while back to no longer pay for the upkeep of a website.
“I don’t have a website anymore,” Cureton said Wednesday, Aug. 29.  
She said she’s able to effectively manage both businesses, as she “has people that work for me.”
“I don’t have to explain to people how I work,” Cureton said. “I’m not bothering anybody.”
The Lancaster News has also fielded concerns from residents regarding Cureton’s residency.
Cureton’s address is listed as 425 Clinton Ave., though she said she’s been “back and forth” (living in and outside Lancaster) the past 20 years. She said she owns property in Wilmington, as well.
“That’s not a crime,” Cureton said.
Complaints, reports
During Wednesday’s interview, Cureton said Garris – who’s in her first term on City Council – lived on Dixon Road in 2008 and not Hood Street, which was listed as her address.
Dixon Road is outside of the Lancaster city limits.
“She did not live on Hood Street when she was elected,” Cureton said of Garris.
On Tuesday, Cureton filed a police report with the Lancaster Police Department, saying Garris’ mother and another woman came to Cureton’s restaurant to question her about running for City Council.
According to the report, while talking to an officer, Cureton said she heard Garris didn’t live in the city limits in 2008.
Garris responded to the charge.
“Hood Street was my residence until I moved to Millers Ridge Apartments, where I currently reside,” Garris told The Lancaster News. “I don’t know why she would say that when she was not even here or even knew me in 2008.”
Garris also filed a police report Tuesday, maintaining that Cureton does not live in the city limits.
“(Garris) stated that Cureton says she lives on Clinton Avenue but that she actually resides at 1928 Emma Circle, which is in the county jurisdiction,” the report said.
