Police reports - March 25, 2009

According to Lancaster Police Department incident reports:

- A Lancaster man was charged with indecent exposure after police got a call about a suspicious person in the Wal-Mart parking lot on March 14.

Witnesses told officers that the man was riding around the parking lot looking at women and children. Officers found Michael Wayne Allen, 49, 1741 Williams Circle, in a green Jeep Cherokee. The report said Allen was “actively masturbating” while looking at a group of women in front of his vehicle.

Officers asked Allen to get out of the Jeep. Allen pulled his pants up and officers handcuffed him, the report said.

- Michael Brandy Payne, 36, was charged Feb. 27 with possession of crack cocaine, resisting arrest and possession of drug paraphernalia.

The report said officers stopped Payne on Hughes and Arch streets because the car he was driving had a burned-out tag light. The report said officers believed Payne was intoxicated and asked him to get out of the car to be searched.

Payne tried to pull away from officers during the search, the report said, and the officers took him to the ground. Payne received a scratch on his head near his eye, the report said.

Officers found a pipe in Payne’s waistband. Officers searched the trunk of his car and found a backpack with three pipes, a scale and rolling papers, the report said. Officers also found crack cocaine in Payne’s underwear during a search at the jail.

- A Lancaster man was arrested on drug charges after police stopped a woman for speeding March 2.

According to the report, officers spotted the speeding vehicle on South Main Street and followed it to 13th Street, where the driver stopped. The driver was given a ticket for speeding, the report said.

Officers searched the vehicle and found an open beer. The report said officers searched the passenger, Troy Clark, 305 Connor St., and found a bag of crack cocaine in his pocket.

After taking Clark to jail, an officer found half a marijuana blunt in the backseat of his patrol car where Clark had been sitting, the report said. Clark was charged with possession with intent to distribute crack cocaine, simple possession of marijuana and open container violation.

- A Lancaster man reported that he was robbed at gunpoint at a car wash on S.C. 9 Bypass on March 14.

The report said he pulled into the car wash across from Dunkin Donuts to clean his truck. The man told police that he was approached by a man holding a pistol before he got out of his truck. The gunman knocked on the truck window, then opened the driver’s door.

The gunman took a GPS system and pistol from the truck, and then asked the man to hand over his money. The man gave the gunman $100 from his pocket. The gunman then punched the man, the report said.

The report said the gunman got into the passenger side of a black Chevrolet or Ford truck, which headed east on the bypass.
