A plea to upgrade Lancaster’s aging library building kicked off a discussion about the county’s wish list of capital improvements during Lancaster County Council’s meeting July 22.
Moments before a planned discussion about this year’s Priority Capital Improvements list, which is presented annually by the Catawba Regional Council of Governments, council heard a short presentation from Lancaster County library board member Thomas Monroe.
