Council chairwoman loses re-election bid

Steve Harper was fast asleep early Wednesday morning when he awoke to a good-news phone call – he had won the Lancaster County Council District 5 seat.

It was about 2:30 a.m. Nov. 7, when a supporter let Harper, a Republican, know he had clinched the council seat by 288 votes, defeating Democratic incumbent Kathy Sistare. 

“It was a relief,” Harper said Wednesday afternoon.
