Phil Cleveland bested Michael Windhorn in the election for the one open seat on the Lancaster County Soil and Water Conservation Board in Tuesday's election.
Cleveland won with 9,743 votes. Windhorn received 7,571 votes.
The soil and water conservation district aims to increase awareness of local natural resources by talking about conservation and environmental issues to schools, community leaders and other residents.
