A political newcomer and an incumbent were leading their respective Lancaster City Council races as of press time late Tuesday night.
Jackie Harris, who challenged Councilwoman Linda Blackmon-Brace for the District 3 City Council seat, garnered 76 percent of the votes in the five voting precincts that encompass the city, according to uncertified results from the Lancaster County Election Commission.
